Paraguay is the most tax-advantaged destination on this list and one of the least discussed. While most expat content focuses on Mexico, Panama, and Portugal, Paraguay has been quietly developing a reputation among tax-optimization-focused expats and digital nomads for one simple reason: territorial taxation, some of the fastest residency processing in Latin America, and a cost of living that makes other "cheap" destinations look expensive.

It is also genuinely off the beaten track. Paraguay is not a soft landing for first-time expats. But for Canadians who know what they're looking for, it warrants serious consideration.


The Tax Case for Paraguay

Paraguay operates on a territorial tax system. The Paraguayan government taxes only income earned from sources within Paraguay. Foreign-sourced income - Canadian pensions, RRSP/RRIF withdrawals, investment returns from Canadian accounts, rental income from a Canadian property, revenue from international clients - is not taxed by Paraguay.

For Canadian context: As a non-resident of Canada who has properly severed residential ties, you stop paying Canadian income tax (except for withholding on Canadian-sourced income). If you're in Paraguay, you also pay zero Paraguayan tax on that income. The effective tax rate on foreign passive income can approach zero.

The caveat that applies everywhere: Canada still withholds on RRSP/RRIF withdrawals, CPP, and OAS. No Canada-Paraguay tax treaty exists, so the default withholding rate is 25% (vs. 15% under treaty countries like the US, UK, and others). File NR5 to establish your non-residency status, but you cannot reduce below 25% without a treaty.

Net result: Paraguay's territorial system + Canadian withholding means your effective rate on RRSP/RRIF income is the 25% Canadian withholding, with nothing additional from Paraguay. CPP and OAS same. Investment income from non-Canadian sources: 0%.


The Renta Vitalicia: Paraguay's Retirement Residency

Paraguay has a permanent residency program for passive income earners called the Renta Vitalicia. It is the most accessible residency-by-income program in Latin America.

Requirement: USD $1,500/month in passive income from foreign sources. That's the entirety of the financial qualification.

For Canadians who qualify: CPP at maximum is approximately $1,300 CAD/month. Add OAS at maximum (~$700 CAD/month) and most Canadians who have worked a full career clear $1,500 USD/month combined without touching RRSP. The bar is significantly lower than Belize's QRP ($2,000 USD/month) and Panama's Pensionado ($1,000 USD/month but limited to pension income specifically).

Processing time: Paraguay is one of the fastest residency paths in Latin America. With a local attorney and complete documents, permanent residency can be obtained in 2-4 months. This is not an exaggeration - Paraguay's immigration office is known for efficiency relative to its neighbors.

Comparison to Belize: Belize's cost advantage is partly offset by import duties on everything. Paraguay's costs are lower across the board for comparable quality.


Asunci贸n: What to Expect

Asunci贸n is a mid-sized Latin American capital of approximately 3 million people in the greater metro area. It is not Buenos Aires or Medell铆n - it lacks the cosmopolitan infrastructure of those cities - but it has developed meaningfully over the past decade.

Climate

Paraguay is subtropical, not tropical. Four genuine seasons:

Paraguay is significantly hotter in summer than Belize, Portugal, or Mexico. The dry season comfort is good but the summer heat is genuine.


Banking and Money

Paraguay's financial system is functional for expats with some preparation.

Opening a bank account: Requires residency (or at minimum an RUC - Paraguayan tax registration) and a local address. Not complex, but you need to be physically present. Major banks: Banco Continental, Ita煤 Paraguay, Sudameris.

Cash economy: Paraguay remains significantly more cash-dependent than North America. ATMs are available in Asunci贸n but less reliable in rural areas. Bring a no-foreign-transaction-fee card (Wise, Charles Schwab US account, or a Canadian card with low FX fees).

Currency: Guaran铆 (PYG). Highly informal dollar economy alongside it - USD is widely accepted and often preferred for larger transactions. CAD converts via USD.


Canadian-Specific Tax Considerations

No Canada-Paraguay tax treaty. This means:

Departure tax: Paraguay residency does not affect your Canadian departure tax calculation. Deemed disposition applies the same way regardless of where you're going. Your CRA obligations on departure are the same for Paraguay as for any other destination.

NR73 filing: Still required. File to formalize your non-residency with the CRA.

The 25% withholding gap: If you have significant RRSP/RRIF assets, the 25% withholding rate vs. 15% in treaty countries (US, UK, Netherlands, Germany, etc.) is a real cost. For a couple drawing $50,000/year from RRIFs, the difference between 25% and 15% withholding is $5,000/year. This is worth factoring into the Paraguay vs. other destinations calculation.
